Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disability. The Governments of Australia and New Zealand have committed up to AUD 53.3 million to fund RT4D from 2020–21 to 2027–28.
Project Summary
The RCEP Implementation Support Program (RISP), implemented through the Regional Trade for Development (RT4D) Facility, supports ASEAN Member States to realise the benefits of RCEP through capacity-building support and access to technical expertise. The project ‘Supporting Creative Copyright for Cambodian MSMEs and Women Artisans’ is approved under the RISP. The project aims to support Cambodian creative MSMEs, individual creators and traditional craft communities to better protect, manage and commercialise their creative assets and benefit from opportunities under RCEP.
It will:
undertake a rapid assessment of copyright-commercialisation needs, practices, constraints and opportunities among Cambodian creative MSMEs, creators, artisans and community-based enterprises, including a case study of Kampong Chhnang pottery communities;
develop, consult on, user-test and finalise a practical bilingual Copyright Commercialisation Toolkit in Khmer and English, including modules, examples, templates and checklists;
deliver a two-day consultative and capacity-building workshop in Phnom Penh for approximately 80–100 participants, including creative MSMEs, creators, artisans, community-based enterprises, government agencies and relevant market actors;
support the participation of women-led and community-based enterprises in capacity-building and consultation activities, with at least 60 per cent of participating MSMEs and enterprises in the workshop expected to be women-led;
implement a community-based pilot with Kampong Chhnang pottery artisans, including hands-on capacity building on branding, documentation, cultural storytelling, digital promotion and market engagement;
assess appropriate intellectual property protection options for Kampong Chhnang pottery and, where appropriate and feasible, support the development or facilitation of a suitable intellectual property asset, right or protection mechanism;
support selected Kampong Chhnang pottery representatives to participate in relevant World Intellectual Property Day activities, including an appropriate product fair or product-display opportunity; and
produce a Project Completion Report, project impact video and two short video clips to document project results, participant experiences, market-visibility activities and lessons from the Kampong Chhnang pottery pilot.
