Short answer

Set the format mix of 593 IT tenders beside the mix of all 13,032 listings released in the same twelve months and the difference is not subtle. A request for information — a buyer asking the market what is possible before committing to a specification — appears on 8.4 per cent of IT listings and 1.5 per cent of everything else. Prequalification appears three times as often. Requests for proposal, where the buyer describes a problem and asks you to design the answer, run at 11.8 per cent against 6.6.
What falls away is the straight request for tender: 49.7 per cent of IT work against 59.5 per cent of the market. Expressions of interest fall too, from 12.9 to 7.9 per cent. IT buyers are not skipping the formal stage; they are adding an informal one in front of it.
The reason is visible in what they are buying. Two thirds of published IT work is software development, maintenance or consultancy — outcomes whose specification is genuinely uncertain until someone technical has explained the options. A council buying road base can write the specification. A department replacing a records system frequently cannot, and the RFI is how it finds out.
For a supplier this is the single most actionable fact on the page. In IT, a material share of the real influence happens before the tender exists. If your first contact with a buyer is their published RFT, you are answering a specification that one of your competitors probably helped write.

The consultation does not buy you time
Short answer
The median IT response window is 25 days against 24 for the market. The middle half of IT tenders allow between 20 and 31 days — almost exactly the market spread.
It would be reasonable to expect that a category running this much pre-market engagement would also allow longer to respond. It does not. IT tenders run a 25-day median against 24 across all 13,032 listings, with the middle half falling between 20 and 31 days against 19 and 31. On the numbers these are the same distribution.
That combination is what makes IT bidding hard. The buyer has spent months sounding the market, possibly written the requirement with input from a supplier who answered the RFI, and then published a document that asks for a designed solution in under four weeks. The request for proposal share — 11.8 per cent, nearly double the market rate — means the work asked of you inside those days is heavier than average, not lighter.
Individual buyers vary more than the category does. Insurance and Care NSW runs a 19-day median and Strathfield Municipal Council 18, while Transport for NSW allows 31 and the NSW Department of Customer Service 30. Knowing which buyer you are dealing with is worth more than knowing the category average.
p25 and p75 mark the middle half of each distribution. The two are effectively identical.
What government actually buys when it buys IT
Short answer
Software and applications development leads at 201 listings, then maintenance and support at 125 and consultancy and project management at 107. Packaged software and licences account for 81.
The sub-category split contradicts the common picture of government IT as large licence purchases. Development, maintenance and consultancy — three flavours of paying people to build and run things — account for 433 of the tagged listings. Packaged software and licences account for 81, and hardware 70.
Below that the tail is specialised and worth reading if you are one of the specialists: mapping and spatial services at 60, web development at 57, security at 55, document and records management at 54, database management at 49. These are markets small enough that a firm doing one of them well can plausibly see every opportunity in the country in a year.
The fragmentation is the other half of the story. 593 listings came from 337 distinct buyers, an average of 1.8 tenders each, and the busiest single IT publisher managed 32. There is no concentration to exploit — no three agencies you can cultivate that represent the market. Coverage is the only strategy that reaches it.

Where government IT work is published
Short answer
New South Wales published 161 IT tenders from 86 buyers, Western Australia 133 from 78 and Queensland 102 from 42. The Northern Territory published 48 from only 8 buyers.
New South Wales leads on volume and on buyer count: 161 listings from 86 organisations, the widest IT market in the country. Western Australia is close behind at 133 from 78. Queensland published 102 but from only 42 buyers, and Victoria 68 from 54 — a smaller market spread across more organisations.
The Northern Territory is the outlier and the most useful entry point in the data. It published 48 IT tenders in the window from eight buyers. That is a market a single salesperson can hold in their head, and it publishes roughly one IT opportunity a week. Nothing else in the country has that ratio.
Response speed by state follows the wider pattern rather than an IT-specific one: Queensland fastest at a 22-day median, New South Wales and Western Australia at 26, Victoria slowest of the large states at 28.

What this means if you sell IT to government
Short answer
Answer requests for information even though they carry no contract. In this category they are where the specification gets written, and they are five times more common than in the wider market.
The measurements point at one behaviour more than any other. Requests for information in this category are not administrative noise; at 8.4 per cent of listings they are a routine stage of how IT gets specified, and the supplier who answers one is the supplier whose vocabulary shows up in the resulting tender. An RFI carries no contract and costs a day. On these numbers that is the best-value day in government IT sales.
The second behaviour is coverage. With 337 buyers publishing 593 tenders, the median buyer you will ever sell to publishes IT work less than twice a year. You cannot maintain a relationship pipeline against that. You need to see everything and qualify fast.
The third is speed on the formal stage. Twenty-five days, with a heavier-than-average share of proposal work inside it, means the reusable half of your submission has to exist before the tender does — the past-project evidence, the accreditations, the security and privacy statements government IT packs always want.
- Answer RFIs. They are 8.4 per cent of IT listings and they shape the tender that follows.

How we measured
The corpus is a Stipple research dataset of 33,064 publicly listed tenders observed on 29 August 2026, of which 26,073 positively carry an Australian or New Zealand region tag. This page uses the 13,032 released inside a single 365-day window ending 24 August 2026 — the newest release date in the snapshot — and within those, the 593 carrying an Information Technology category tag. Lifetime, the corpus holds 904 Australian and New Zealand IT listings.
Format shares are counts of the listing type field over the same rows, so the IT column and the market column are measured identically and are directly comparable. Response windows count closed listings with both a release and a closing date and a gap between 0 and 365 days, the same rule as our response-times research. A listing tagged with several states counts once per state, so the state table sums above 593.
Two limits. Category tags come with the listings and are not re-classified by us, so a tender that is substantially IT but tagged elsewhere is not counted here — the 593 is a floor, not a census. And this page counts published opportunities only: the corpus holds no awards, no suppliers and no contract values, so nothing here says who won any of this work or what it was worth.
