The Victorian Institute of Forensic Mental Health (Forensicare) is inviting offers for the provision of Food Services and Kiosk Services at Thomas Embling Hospital (TEH), a secure forensic mental health hospital. The procurement requires safe, clinically governed, consumer-centred, and digitally enabled food services. The scope covers nutrition, therapeutic diet management, allergen control, secure-site operations, meal ordering and diet/allergen technology, kiosk service delivery, vending, corporate catering, performance reporting, and planning for future demand growth. The tender is structured into two separable streams: Stream 1 (Food Services) and Stream 2 (Kiosk Services). Respondents may submit an offer for one or both streams, including through a consortium, subcontracting, or partnership arrangement where accountabilities are clearly defined.

Stated requirements

• Deliver safe, clinically governed, consumer-centred, and digitally enabled food and kiosk services at Thomas Embling Hospital.
• Support consumer safety, dignity, nutrition, therapeutic diet management, and allergen control.
• Provide secure-site operations, meal ordering and diet/allergen technology, kiosk service delivery, vending, and corporate catering requirements.
• Provide performance reporting and accommodate future demand growth from 1 May 2027.
• Clearly define accountabilities if submitting through a consortium, subcontracting, or partnership model across Stream 1 and/or Stream 2.
