The Department of Jobs, Skills, Industry and Regions is issuing this tender for internal traffic management services for the Formula 1 Australian Grand Prix held at Albert Park Reserve in Melbourne. The scope includes supplying fully accredited traffic controllers, qualified labour, and equipment such as signage, PPE, vehicles, cones, bollards, VMS boards, and water-filled barriers. Services span restricted and full road closures (including Lakeside Drive), installation support for overpasses and gantries, daily safety audits, and emergency traffic treatments. Operational timelines include a twelve-week build period, a four-day event period, and a dismantle period completed within five to six weeks post-event. The proposed contract has an initial term of two years with a two-year extension option, for a maximum term of up to four years.

Stated requirements

• Provide fully accredited traffic controllers as per all applicable legislation and requirements in Victoria
• Provide all necessary equipment including signage, PPE, motor vehicles, cones, bollards, barriers, VMS Boards and any other items necessary to carry out agreed works
• Provide qualified and ticketed labour in accordance with applicable legislation in Victoria for daily and night traffic control services
• Supply, deliver, place, fill (if required), maintain water levels and pick-up water-filled barriers, bollards and other traffic management equipment
• Manage traffic around Albert Park including restricted and full closures of Lakeside Drive, traffic management for overpasses and gantries installation, and on-call emergency traffic management
• Ensure park safety through daily traffic management audits and action improvements or maintenance as directed
• Design traffic treatments when emergency traffic management is required and not covered in existing drawings
• Provide a standby crew during the Event period for traffic and pedestrian management and traffic treatment maintenance
• Implement quality management systems, occupational health and safety management plans, and environmental, recycling and waste management plans specific to the Services and the Venue
• Strictly observe Event build timelines and adhere to AGPC's site safety rules
